Hidden Agenda搬遷救亡音樂會。

2010年一月，在政府活化工廈政策刺激底下，孕育Hidden Agenda的工廠大廈被財團整棟收購，並被要求在限期內遷出。臨行前舉辦了一連兩天的「馬上封音樂會」，超過二十隊樂隊與及街頭藝術界的好朋友參與。遷出至今兩年，舊址仍然空置。

轉戰新地方，轉眼過了兩年。兩年以來繼續有新血加入，繼續有新觀眾，繼續有樂隊借出音響支援。大家一起生活，一起成長。除了有約三百個音樂單位踏上舞台以外，更舉辦過放映會、論壇、工作坊、新手試演計劃等等的藝文活動。位置於殘舊工廈的Hidden Agenda，沒有一流的設備，但舞台是我們與一班好朋友一手一腳搭起的，我們以此為榮。

兩年以來，大家投放的心血漸漸被外界肯定。除被評為最佳音樂展演場地外，更令我們驚訝的是法國文化協會、康樂及文化事務署等都開始使用此場地，儘管這裡沒有適用的牌照可以申請。在現行政策底下，工廠大廈裡所有的音樂展演空間、展覽、劇場等等都違法。一方面Hidden Agenda主動聯絡政府部門商討對策，另一方面，地政署、食環署，甚至連屋宇署都不斷作出滋擾。雖然政府口裡常說要推動本地文化發展，雖然許多政府部門說明白現行政策多灰色，但他們都「按本子辦」，他們都「打份工」。

Hidden Agenda高調營運，期望牽動各界關注，使政府為堵塞當前文化政策漏洞改制。但在還未有任何突破之前，地政署一再以「釘契」要脅現址業主。雖然業主明白並支持文化事業，但在政府壓力低下，只能終止租約。

走到這裡，委實不是容易。我們覺得實際上是政策出錯，Hidden Agenda沒有停的理由，並決定嘗試在原區尋找新地方。可是，面對受活化工廈政策牽引的昂貴租金，我們現存的資金並沒有能力作如此大型的搬遷，所以只好重施故技：

我們將於12月24-25日與31-1日，舉辦四天的Hidden Agenda搬遷救亡音樂會。

“Everytime we have issues, I’d think, that’s it, we’re done. But at the end of the day, I feel like we should carry on, we should not give up yet”, says founder of Hidden Agenda.

On January 2010, the building where the first Hidden Agenda situated was sold to a big corporation due to the industrial building revitalization policy. The old, abandoned factory buildings, which artists depends on, once again becomes part of the monopoly. Hidden Agenda was forced to move out, and we held a two days music event for the one last time, more than 20 artists/bands came and pay tribute for the beloved live house. This building is still abandoned right now.

Found a new place, a brand new start. For two years new helpers joins our team, we have many new audiences, bands lending us equipments, so shows keeps happening. Around 300 bands/artists set foot on Hidden Agenda’s stage, and we held screenings, forums, new comer shows, workshops, many cultural events. We don’t have the best gears, but we and our friends built our stage by our own hands, and we are proud of it.

For two years, people start recognizing Hidden Agenda. We were selected as the best music venue in Hong Kong, even Alliance Française de Hong Kong and Leisure and Cultural Services Department picked our place for some wonderful events, although there’s no proper license for such a music venue. Under the current policy, art galleries, theatres, music venues are not allowed in the factory buildings. We had a lot of meetings with different government departments, on the other hand, Lands Department, Food and Environmental Hygiene Department, and even the Building Departments were trying to close us down. Our government says supporting local cultural development is their task, we felt the opposite.

Hidden Agenda operates without hiding; we hope to draw attention for the sake of the improvement of our cultural policies. But before we can change anything, Lands Department threatens our landlord that they’ll take legal actions if they renew our lease. Although our landlord shows much support in cultural activities, they left with no choice but to terminate our lease.

It’s not an easy path we walked, we believes that the policy ought to be changed, and Hidden Agenda have no real reason to stop. Right now we are finding a new location in the same district, but the rent gone up so much that we cannot afford such a massive relocation. Thus, once again:
